2. Dongguan County: The State Council approved Dongguan County as Pearl River Delta Economic Development Zone in January 1985. Dongguan County ceased to exist in September 1985 and Dongguan City (at the county-level) was created. Dongguan began dismantling district offices in 1986 and establishing towns. This was part of a village-administrated system. With the approval of Guangdong Provincial Government on February 24, 1986, three district offices, including Guancheng Town, Huangcun District and Wanjiang District of Dongguan City, were abolished. Dongguan Chengnei District Subdistrict Offices, Chengwai Subdistrict Offices, and Wanjie District Offices were then established. Five sub-districts are located in the city, including Fucheng District Subdistrict and Huangcun District Subdistrict. It was promoted to prefecture level in January 1988. Dongguan City, at the time, was one of four prefecture level cities in China without districts. It was located directly under Guangdong Province. The Guancheng District People's Government was formed in July. It is a county unit that has jurisdiction over all sub-districts in the city. Five section-level offices are available: Chengwai District Subdistrict, Fucheng District Subdistrict, Huangcun District Subdistrict and Wanjiang District Subdistrict. Fucheng District Subdistrict Office abolished in March 2000 and Dongcheng Subdistrict Office established. In October 2001 the Huangcun District Subdistrict Office ceased to exist and the Nancheng Subdistrict Office arose. In January 2002 the sub-district offices of the inner-city and outer-city that had been established in January 1988, were abolished. They were merged and the Guancheng Sub-district Office was re-established. The Wanjiang District Sub-district Office, which was established in January 1988, was abolished in November 2002 and replaced by the Wanjiang Sub-district Office. Dongguan City, as of September 2011, has jurisdiction over 28 townships and 4 subdistricts. Each town (subdistrict), has jurisdiction over 383 villages and 221 communities. There are a number of villager groups.
